National standards agencies maintain an accuracy of 10-9 seconds per day (approximately 1 part in 10^14),
With this accuracy, what is the minimum velocity of time dilation?
Now since it appears to me, I thought they were asking for some factional change like

But I get something at the speed of light. I doubt there is nothing minimum about that. And I know they have measured time dilation with atomic clocks on air craft. So, what am I doing wrong?
I think it is my interpretation of the 10^-9.
You are supposed to find minimum speed of car carrying ethalon clock, which is sufficient to notice the relativistic time dilation of the clock. The differnece in times measured by stationary and moving clocks is, as you correctly wrote,

v ~ 1.4e-7 c
v ~ 40 m/s
Answer:
velocity 40 m/s is minimum velocity, when time dilation becomes noticeble at the limit of accuracy of time measurement.

Well, some of the people at the March made similar remarks and we replied that we liked to go to bed early, listened to the classical station, hated most parties and could practically be used as a substitute for the National Atomic Clock in Boulder, CO. But then there's that dirty limericks thing.
