purchased #113 out of 150 end of august I like it much better than the all black one with black crock strap that i bought back in june, the light weight is more comfortable. I must say, that I set to atomic clock aprox 3 weeks ago, and I am very impressed that as of today it is exactly on the second, just amazing! and the luminescence is good from 10:30 pm to 5:30 am when I get up. I may want to sell my spring drive ananta #280 out of 300 for $5200.00 it 3 mon old also runs perfect. All in all these seiko watches are far better watches in the aspect of accurate time keeping as compared with my other watches, rolex sub blue face, my gmt master II, ulysse nardin 1846, patek, vacheron o.s. chronoswiss chrono date moonphase and a lot of others that i owen including a fairly new citizen signature eco-drive month day date leap-year hour & min repeater which runs about one second a week fast, I know you must think I am a nut, I’m just a watch-ahaloc, anyway this ananta is one watch I plan on keeping. Well keep ticking or in seiko ananta case keep on gliding!
The definition of a "second" was set so that there are 86,400 seconds in a day — back around the year 1840! That is the average date for the observations that were used to define the second (i.e., about 1790 to 1880's). Since then, then Earth has slowed down a tiny bit for a while, and sped up for a while. Since 1972, there have been 23 leap seconds, over a period of 13,149 days. That means that ON AVERAGE, over the last 36 years, the days have been longer than 86,400 seconds by 0.00175 seconds. That extra part is called the "excess length of day", and adds up to about 0.6 or 0.7 seconds per year.
Now, we might suppose that the Earth could continue at that rate forever, with each day being 86,400.00175 seconds (average over several decades). The would be zero deceleration. But in fact, the Earth is decelerating. In about 100 years, we can expect that the day will be 86,400.00375 seconds long. Then leap seconds will have to put in about every 267 days (average). And in 1000 years from now, the day will be 86,400.02175 seconds long, and leap seconds will be needed every 46 days (as always, on average). (The detailed situation is a bit more complicated.) Some people are worried about this — see the second link below.

Those are not atomic clocks. Those are Atomix brand clocks that recieve a signal from an atomic clock in Colorado.
so-called atomic clocks actually run from an internal crystal timer. they incorporate a 60 KHz receiver that tunes a radio data signal broadcast from Ft Collins Colorado. The clock uses the data signal to correct its internal time keeping, so that it will stay in step with the reference. Because the data is digital, it can send info on leap seconds, savings time changes, UTC hour, day and year.
the only jamming you might be able to accomplish is to cause enough interference to block reception, but that usually is done only once a day, late at night when school is closed. When the clock misses an automatic update, it displays an error flag.
the old fashioned "IBM" school clocks were made to synchronize to the central controller, usually in the principals office. if you could trick the controller, all the school clocks would change in step.

on further research, I only agree with one of your points. It turns out that I had it backwards – a drop in frequency is caused by the rise in demand (as opposed to raising the frequency to meet demand). But this still causes a discrepancy in timing.
